Almost all computers are cooled by air these days. But the most unwasteful way to bring the temperature down is by using liquid, if you do it right.
The problem with using wastefully to cool electrical equipment is fairly obvious. If you do it incorrectly, you can brief out the device, sometimes in very dramatic — and dangerous — ways.
